Isn't it biased when a comparison is made between a country and a city in assessing test scores? Why is it that all of china wasn't tested as was was the united states? Is it because the less "intelligent" are found outside of Hong Kong and Singapore so therefore not included in assessing test scores? Or are they not allowed to take the test? Can you explain this?
